Public Works and Government Services Canada intends to retain an architectural firm, acting as a prime consultant together with a multidisciplinary team of sub consultants, for the provision of services required for the initial phase of a subterranean visitor centre on Parliament Hill in Ottawa. The centre is anticipated to be a subterranean building with three levels below grade connecting the West Block, Centre Block and Centre Block Underground Service buildings. In the short term, the primary function will be to support the West Block building while it is operating as an interim legislative facility during extensive upcoming renovations at Centre Block. The facility must also be designed with provisions for future expansion as to form a fully interconnected subterranean visitor welcome centre, one of two primary entries for visitors to the buildings of the upper triad of Parliament Hill. The Class “D” Construction estimate is $48,992,280 including BCC and HST. The proponent shall be authorized to provide architectural services and must include an architect licensed, or eligible to be licensed, certified or otherwise authorized to provide the necessary professional services to the full extent that may be required by provincial or territorial law in the province of Ontario. This procurement also contains a security requirement.
Proponents are requested to submit a proposal in two phases. Phase One proposals cover only the qualifications, experience and organization of the proposed Consultant Team. Following evaluation and rating of these proposals, proponents will be advised of their competitive standing and have the opportunity to decide whether or not to continue their participation by submitting a Phase Two proposal. Phase Two proposals cover the detailed approach to the work, and the pricing and terms offered. A combination of the Phase One and Phase Two submissions constitutes the final proposal.
A combination of the technical and price of services submissions will constitute the proposal. Consulting firms that consider themselves qualified to provide these services may order the RFP document from the Government Electronic Tendering Service through MERX. Late submissions will not be considered.
